The project aims to develop a methodology for the resolution of land use conflict, in areas where the development of tourism harms or may harm the environment. At the heart of this methodology is the utilization of public participation procedures, which enable the citizens to become involved in direct negotiations with the competent authorities for the resolution of conflict; and the evaluation of the costs and benefits of planning decisions, held against the principles of sustainable development

To achieve the project targets the following actions are planned:

The selection of case-study areas in the participating regions, to pilot test the innovative methodology of the project

The analysis of the conflicts which endanger the sustainable development in each pilot area and the diagnosis of their parameters through field research and involvement of all local stakeholders

The introduction of procedures and tools for the active participation of citizens and NGOs in the process of conflict resolution. In each area a Local Consultative Committee is established, covering a wide range of stakeholders’ interests
The evaluation, revision, promotion of appropriate urban and regional plans, on the initiative of the Local consultative Committee
The establishment of a Regional Support Unit in each pilot area, aiming to support the Local Committees by making available to them expert staff offering professional and organizational advice
The exchange of experience between regions and the presentation of the experience created by the project in a Good Practice Guide

The project started in July 2000 and ends in December 2002
